Control panel was useless so I dumped all of the files in the Skype directory, cleaned out the registry and it still didn't work.
Fortuneatly a very clever person wrote SRT.exe which came from here

Control panel was useless so I dumped all of the files in the Skype directory, cleaned out the registry and it still didn't work.
